SMART provides efficient, cost-effective, just-in-time distribution solutions to the agencies we serve, regardless of the products within the chain of supply. We create financial and operational value through global supply chain expertise, manufacturing and design, inventory ownership and management, warehousing and distribution as well as access to the Internet Payment Platform (IPP)  

The Internet Payment Platform (IPP) is a secure web-based electronic invoicing and payment information system provided by the Department of the Treasury’s Financial Management Service. Federal agencies use the IPP to send electronic purchase orders (POs) to suppliers, to receive electronic invoices from suppliers, and for invoice routing and approval workflow. The IPP uploads payment remittance information from the Treasury and non-Treasury disbursed agencies, allowing agencies and their suppliers to view and download payment information.
